About the Position
The Director of Policy & Government Affairs will lead the company’s engagement with federal, state, and local governments, regulatory agencies, and industry associations. This role is responsible for shaping and advocating for policies that support the growth of commercial-scale solar and distributed generation energy and storage resources, while ensuring compliance and strategic alignment with evolving regulatory frameworks and business objectives.
Responsibilities:
- Policy Strategy & Advocacy
- Develop and execute a comprehensive state, local and federal government affairs strategy aligned with business objectives.
- Be Altus Power’s boots on the ground in the communities where we operate or plan to operate in order to learn first-hand about potential changes in legislation, potential public utility commission rules or other state or federal policy changes that may impact the solar industry and Altus Power
- Monitor, analyze, and influence state and federal legislation, regulations, and policy developments affecting solar energy, battery storage systems, interconnection, permitting, tax incentives, and grid modernization.
- Launch state and local grassroots campaigns to enhance community engagement, localize corporate messaging and develop meaningful relationships with state and local stakeholders and partners
- Represent the company in legislative and regulatory proceedings, public hearings, and stakeholder coalitions
- Meet with legislators, public advocates, and members of other branches of federal and state governments to provide information about Altus Power and the importance of solar energy
- Stakeholder Engagement
- Build and maintain relationships with policymakers, regulators, trade associations, NGOs, and other key stakeholders.
- Coordinate with internal teams (legal, communications, investments operations) to ensure consistent messaging and policy alignment.
- Serve as the company’s spokesperson on policy matters in public forums and media engagements.
- Coordinate with trade associations to ensure alignment on policy and communications
- Regulatory Compliance & Risk Management
- Provide strategic guidance on regulatory risks and opportunities.
- Track and report on state legislative proposals, rule making by state public utility commissions, federal legislative proposals, treasury guidance, executive orders and policy trends related to the renewables industry and analyze likelihood of implementation and impact on Altus Power
- Collaborate with legal and compliance teams to ensure alignment of policy initiatives and adherence to applicable laws and regulations.
- Internal Leadership
- Advise executive leadership on policy priorities and political developments.
- Lead cross-functional initiatives to integrate policy insights into business planning and market strategy.
- Manage external consultants and lobbyists as needed
Qualifications:
- Bachelor’s degree in Public Policy, Political Science, Law, Environmental Studies, or related field; advanced degree preferred.
- 8+ years of experience in government affairs, public policy, or regulatory affairs, preferably in the energy or infrastructure sectors.
- Deep understanding of energy policy, renewable energy markets, and regulatory processes at federal and state levels. Understanding of community solar a plus
- Strong network of relationships within state and federal government, industry, and advocacy organizations.
- Experience working with solar or other clean energy companies.
- Familiarity with key policy areas such as net metering, community solar, storage, interconnection, permitting, technology neutral clean energy investment tax credits, and energy equity, utility cost allocation a plus.
- Proven track record of successful policy advocacy and coalition-building.
- Excellent communication, negotiation, and strategic thinking skills.
- Ability to thrive in a fast-paced, mission-driven environment.
- Willingness to travel to meet with legislators and other stakeholders in federal and state governments of states where we currently operate or which we may potentially enter.
